What Texas Law Requires for Well Work
The Texas Department of Licensing and Regulation, known as TDLR, oversees who is allowed to drill wells and install or service well pumps in Texas. Under Texas law, anyone who constructs, alters, or reconditions a water well, or who installs, repairs, or removes a well pump, is required to hold a current TDLR license. That covers the driller and the pump installer, and in many cases they're the same licensed crew.
A general plumber's license does not cover well pump work in Texas. A plumber can work on the pipe from your pressure tank to the house. That's the pressurized plumbing side, from the tank inward. Everything from the wellhead down, and typically everything up to and including the pressure tank and pump connections, falls on the pump installer side of the line. The licensing distinction exists because well work is a different thing from house plumbing. What a plumber cannot legally do: pull the submersible pump from the well, splice wires on the pump drop pipe, install a new pump in the borehole, repipe inside the well casing, replace the pitless adapter (the underground fitting that routes water from the well casing to the supply line), or do any work that involves opening, entering, or altering the well itself. All of that requires a TDLR-licensed pump installer.
There's a gray area with pressure tank work. A plumber can replace a pressure tank sitting above ground as part of the household plumbing system. But the moment the work involves disconnecting from the pump, managing the pump wiring, or touching the pitless adapter, a licensed pump installer needs to be on the job.
Why the Licensing Distinction Actually Matters
Licensing isn't paperwork for paperwork's sake. It tells you a few things that matter when you're putting clean water in the hands of your family.
First, a TDLR-licensed pump installer carries the training and continuing education specific to well systems: contamination prevention, proper sealing, aquifer protection, and the state rules around well construction. These aren't things a house plumber encounters in their normal work, and they aren't things you want someone learning on your well.
Second, work done without proper licensing creates a gap in your records. The state has no record of the pump service. When you sell the property, a buyer's inspection that finds unlicensed well work can kill the deal or drive the price down. A licensed driller files the paperwork. An unlicensed one doesn't, and you're left with a gap in your property's history that's hard to explain.

What Actually Goes Wrong with Well Pumps
When a well pump stops delivering water, the failure can be in several places, and they don't all require a pump replacement.
The pressure switch fails. The switch tells the pump when to turn on and off. If it's stuck or burned out, the pump won't cycle even if the pump itself is fine. Pressure switch replacement is straightforward and inexpensive.
The pressure tank loses its air charge. A waterlogged tank causes the pump to short-cycle, meaning it kicks on and off every few seconds. Left alone, that can burn out the pump motor. A new tank or a simple air recharge may be all that's needed.
The control box fails. Submersible pumps use a control box mounted above ground that houses the start capacitor and relay. These fail on their own, separately from the pump, and can be replaced without pulling the pump from the well.
The pump itself wears out. Submersible pumps do eventually wear. If testing shows the pump is no longer producing water at the rated output, or if the motor winding has failed, replacement is the right call. But that determination should come after testing, not before it.
