What Texas actually requires

Most people say 'perc test.' That term comes from percolation testing, which used to be the standard method for deciding where a septic drain field could go. Texas replaced that approach with a more thorough soil evaluation under TCEQ's OSSF rules, which govern on-site sewage facilities. The two are related, but the current Texas requirement looks at more variables than a simple percolation test.

What the evaluator checks

A licensed evaluator digs test pits or borings at your proposed septic area and looks at several things:

Soil texture and structure: Sandy soils drain fast. Clay soils barely drain at all. The evaluator identifies what's present and how deep each layer goes.

Depth to groundwater: The bottom of your drain field has to stay above the seasonal high water table. Low-lying land near rivers, creeks, or coastal areas in our 8-county footprint can run into this limit.

Depth to a limiting layer: Hard rock, hardpan, caliche, or any impermeable layer close to the surface blocks drainage and can disqualify a conventional drain field design.

Soil absorption rate: The evaluator observes how quickly water moves through the soil under test conditions. Too fast and the effluent isn't treated. Too slow and the drain field backs up over time.

All of this determines what type of septic system your site can support and how many bedrooms the system can serve.

Who performs the evaluation

In Texas, soil evaluations for OSSF permits must be performed by a licensed soil evaluator, an OSSF designer, or in some counties the county's authorized agent directly. Property owners cannot self-certify a soil evaluation and submit it to TCEQ.

None of these are failure modes. They're the right system for the site rather than the cheapest one. Cost goes up with a more complex design, but the alternative is a system that backs up from the start.

When to get the evaluation done

Finding out the approved system design is more expensive before you close gives you room to negotiate or adjust. Finding out after you've closed and started building does not.

Setback rules that affect where septic can go

Even if your soil passes, the drain field has to meet distance requirements from the well, the house, property lines, and any surface water. TCEQ sets minimum setbacks, and your county's authorized agent may have additional requirements on top of those.
